For example, join a Baal game (the creater of the game almost certainly killed meph/diablo), and you can safely kill meph/diablo for a quest drop. Simply kill the boss with the character missing the quest, and he will quest drop without completing the quest. Make sure that you are missing the respective kill quest, and the maker of the game isn't. Meph/Diablo/Baal cannot be quest bugged permanently, but you can temporarily.
